广州市某局在职公务员健康管理方案的探讨

目的越来越多的调查结果显示,我国公务员队伍的身体素质不容乐观。高血压、糖尿病、高血脂、超重或肥胖、胃肠道疾病以及亚健康人数占有相当大的比例,各种慢性非传染性疾病呈现年轻化趋势。除了现代社会生活节奏加快、心理承受压力过大以及环境污染等因素外,主要是不良生活方式和行为方式所导致,包括不良的生活、工作和学习习惯,以及不合理的饮食习惯。公务员健康状况越来越引起社会各界的关注,在高速发展的现代社会,为了使我们的公务员队伍更加健康更加高效,提高人们对健康管理的认识及有计划有步骤地对健康进行管理已经刻不容缓。通过分析广州市某局在职公务员实行健康管理前后健康状况的变化来探讨健康管理方案的意义。方法根据2009年某局全体在职公务员共45人在我院健康体检的结果(颈、腰椎疾病发生率58%、血脂异常发生率42%、高尿酸血症发生率24%、超重或肥胖发生率20%、脂肪肝发生率18%、高血压病或血压增高发生率9%、糖尿病或血糖增高发生率7%)和体检前的调查问卷建立健康档案,并对全局公务员的健康状况进行风险评估。按照先进的健康管理理念,为该局制定了健康管理方案。方案包括:①确定健康管理的短期目标和长期目标;②加强健康教育与宣传;③形成健康的生活方式(合理膳食、适量运动、戒烟限酒、心理平衡);④重视健康体检;⑤适当进行药物治疗。一年后全部45人再次体检(体检结果:颈、腰椎疾病发生率44%、血脂异常发生率31%、高尿酸血症发生率18%、超重或肥胖发生率16%、脂肪肝发生率13%、高血压病或血压增高发生率7%、糖尿病或血糖增高发生率4%),对两年的体检结果进行比较。结果 2010年在该局全体公务员的体检结果中各项疾病或检测指标异常的发生率均低于2009年,差异具有统计学意义。结论通过一年的健康教育、预防保健、健康干预等综合的健康管理,使该局公务员更多的关注了自身健康,提高了生活质量,降低了慢病的发生率。整个健康管理方案的实施取得很大的健康效果。
