当前新的执政理念和社会经济发展的背景对政府的执政提出了更高的要求。从思想认识的角度分析服务型政府建设缺乏足够的思想认识的因素及该因素对服务型政府建设的影响,认为必须转变公务员传统的旧行政观念,树立为民服务的新理念;加强市民社会基础建设,提高公民和社会组织对服务型政府建设的参与意识;注重社会和经济平衡协调发展的思想,借鉴西方国家经验,深化行政管理体制和社会管理体制改革,强化政府的社会管理和公共服务职能。

The current new governing concept and the background of socio-economic development highlight higher demands for the governance of the government.Analyzed from the ideological understanding point of view,the development of service-oriented government is lacking adequate ideological thinking factors and their influence on developing a service-oriented government.It is regarded as necessary to do the following: 1.Help the civil servants change their old traditional administrative concepts and establish a new concept to serve the people;2.Enhance the infrastructure development of civil society,promoting the participation sense of civic and social organizations in building a service-oriented government;3.Focus on the thoughts regarding coordinated development of social and economic balance,learning experiences of western countries while deepening the institutional reform of administrative control and social management so as to strengthen the government's functions in social management and public service.
