Studying and implementing the scientific outlook on development is a significant strategy made in the Seventeenth National Party Congress. It is also an effective measure to arm the minds of all the party members with socialism with Chinese characteristics. To foster universities to enjoy a sound and fast development,we must have a correct, deep and comprehensive understanding of the content and essense of the scientific outlook on development. At the same time, we should put this understanding into practice and further update our thoughts.
