Construction and Evaluation of City Science Technology Resource Allocation System——an Empirical Study of Hangzhou

城市科技资源配置体系的合理构建和有效运行是确保城市科技创新和持续发展的保障,通过对其配置能力和配置效率科学全面的评价,可及时发现城市科技创新活动存在的阶段性问题,为改进方案的实施提供依据。通过对杭州城市科技资源配置体系的调查与2004—2008年城市总体配置效果的实证研究,一定程度上验证了城市科技资源配置理论的合理性,并深入分析了杭州科技资源配置出现的阶段性问题及对经济可持续发展的影响。

This paper devotes to the construction and evaluation of city science technology resource allocation system, which contributes to the city innovation level and technical progress directly. The governments can optimize and implement the modified allocation measure timely based on the calculated results of allocation ability and input - output relative efficiency. Taking Hangzhou for example, the evaluation about the city innovation from 2004 to 2008 doesn＇ t confirm the theory of city science technology resource allocation system. But the paper also analyzes that there is no positive relationship between the city development （GDP） and the progress of relative efficiency of city science technology resource allocation.
