网络工程管理质量前移评估模型构建——以中国移动为例

摘要 全业务运营时代,电信行业竞争加剧,中国移动面临战略转型。网络工程建设创新是中国移动战略转型的基础。首次提出了质量前移这一概念,并将其视为一种改革的理念。主要运用TSOE模型和层次分析法构建网络工程管理质量前移评估模型,便于企业找出工程建设管理方面的问题,进而加以改进和创新。 In the time of full service operation, the competition of telecommunications industry becomes fiercer, and China Mobile is facing the strategic transformation. Innovation of network construction is the basis for strategic transformation of China Mobile. This article first proposes the concept of quality moving forward and regards it as a reform concept. In this paper, the evaluation model of quality moving forward is mainly built by using AHP and TSOE. This model will help the enterprises to identify aspects of construction management and then improve them.
