摘要
流域水资源治理体系的运行体现出网络化的特征,因此改善流域水资源治理的成效需要从认识和分析流域水资源治理网络出发。在流域水资源治理网络中,参与者及其组织间关系是两个重要的因素,通过对治理网络中参与者及其组织间关系的分析,指出治理网络的运行机理在于对参与者的行为的影响,网络治理机制最终需要体现出对于不同的参与者行为的约束上。
The operation of basin water resource governance （BWRG） system is embodied with the network characteristics. Hence for the purpose of improving the performance of BWRG, it shall be based on the identification and analysis for BWRG network. In the governance network, participants and their inter - organizational relationships are two important factors. According to the analysis for participants and their inter- organizational relationships in the governance network, the paper points out that the operation mechanism of the governance network is just based on its influence on participant behavior. The embodiment of the network governance operation mechanism is the constraint that network imposes on the partici- pant behavior.
