规制俘获的辨识与测量:基于中国转轨时期的实证研究

The Recognition and Measurements of Regulation Capture:Based on the empirical study of Transition China Period

转轨国家面临的一个突出问题是寡头企业以巨大的社会成本干预政府规制政策的制定与执行。然而学术界一直缺少系统性的研究来辨别、分析和衡量这个问题,也未能区分俘获的原因和后果与腐败有何不同。通过对硬数据法、计量模型法和主观测评法等21世纪以来的俘获测量工具和方法进行总结评述,在辨识俘获和腐败的基础上,结合我国俘获的现实情况,编制俘获指数对我国俘获现象进行测量。结论认为处于转轨时期的我国存在中等程度的俘获。

The main challenge of the transition is some firms have been able to shape the rules of the game to their own advantage at considerable social cost, but little attention has been paid to distinguish the causes and consequences of capture with the other forms of corruption. We review capture measurement tools and methods since 21st century including hard data, econometric model and subjective evaluation methods, and identify the capture and corruption, construct capture indices to measure the capture degree in transition period of China. We conclude there is moderate capture in our country.
