关于高校环境素质教育立法的思考

Thought on the Legislation of Environmental Quality Education at Colleges

法律是由国家制定或认可的强制性行为规范,它能够将高校环境素质教育通过立法上升到法律地位,从而具有权威性;立法的先导功能,还能够有效引导高校环境素质教育向法律所预定的目标变革。我国高校环境素质教育立法还存在明显问题,因而本文提出了完善高校环境素质教育立法的对策。具体包括:立法体系的建立;执行制度的明确;资金保障制度的完善;奖惩制度的健全以及评估制度的制定。

As a norm of conduct enacted by nation, laws possess of the functions of guidance, assessment, prediction, education and compulsory etc. Through the legislation of environmental quality education in colleges, college students＇ environmental awareness can be effectively promoted, environmental behaviors regulated, and a qualified comprehensive student can be developed, who can effectively cope with increasingly severe environmental problems. This article shows that there still exists obvious problems in the legislation of environmental quality education in colleges, thus the counter-measures to improve the legislation of environmental quality education in colleges were raised up. It includes： the establishment of legislative system, the explicitness of execution system, the completeness of fund safeguard system, the soundness of the rewards and punishment system, and the formulation of the assessment system.
