From the History,to the Reality:Major Experience of the Party's Mass Work

面临新的时代背景,党在历史上做群众工作的经验是不是都过时了?为了回答这个问题,本文分析了群众工作的基本理论并归纳出十条经验。它们是:与最广大人民群众联系并抓住关键性群体;给人民群众看得见的物质福利与荣誉;从思想上教育群众、引领群众;通过各种形式把群众组织起来;在群众中发现并培养"群众领袖";整顿党的基层组织,巩固基层民众对党的信任;反对官僚主义,干部与群众打成一片;建立民主政治,把群众的意见聚合起来;发现并总结群众工作的规律与得失。

Facing the context of a new era,is the historical experience of the Party in mass work totally outdated To answer this question,this paper analyzes the basic theory of mass work and draws 10 pieces of experience.They are： to maintain contacts with the overwhelming majority of the masses and to take hold of the key groups;to provide the masses visible material welfare and honors;to teach and lead the masses ideologically;to organize the masses in various ways;to find out and cultivate ＂the leaders of the masses＂;to consolidate the primary organizations of the Party and the trust for the Party among the masses in the primary level;to combat bureaucratism and to make cadres fuse with the masses;to establish democracy and to aggregate opinions of the masses;to find out and sum up laws,gains,and losses of mass work.
