提升社会管理能力的三点思考

Three Reflections of Capacity Improvement for Social Management

创新社会管理是各级政府和全社会面临的重要问题。本文分析认为,当前应高度重视提高社会成员之间的沟通与融合能力,提高各类社会管理主体妥善解决社会问题的处置能力,提高政府战略性社会管理能力。为提高社会成员间的沟通融合能力,应从家庭和社区融合来铸造健康社会心态,以民族和国家的凝聚力来建设共同体,促进全球沟通,塑造全球化社会;为提高社会管理主体的处置能力,分析指出当前社会问题的体制机制症结,并提出提高解决社会问题能力的对策措施;为提高政府战略性社会管理能力,提出战略性社会管理方法设计和完善社会影响评估机制的原则。

Social management innovation is an important issue for governments at each level and the whole society.This paper points out that currently great importance should be attached to the improvement of capacities of communication and convergence,sound handle of social problems,and strategic social management for members of the society,various social management agents,and governments respectively.To improve the capacity of communication and convergence for the members of the society,family and community convergence should be applied to found a sound social mentality,and national and state cohesion should be employed to construct a community,to enhance global communication,and to form a society of globalization.For improving capacity of sound handle of social problems for the social management agents,the system and mechanism cruxes of current social problems are pointed out and countermeasures to resolve these problems are proposed.For improving the governments＇ capacity of strategic social management,the paper proposes method design for strategic social management and improvement principles for evaluation mechanism of social impacts.
