CMAC's speaking right depends on soft power

海事仲裁是国际上为公正、及时地解决海事、海商纠纷，海员劳务纠纷，保护当事人合法权益，保障市场经济健康发展而确立的一种法律制度。

China Maritime Arbitration Commission(CMAC) was found on January 22,1959 in Beijing.Its official status as a nongovernmental organization is accredited by China officially.CMAC focuses on resolving,by means of arbitration,contractual and non-contractual maritime disputes arising from,or in the process of,transportation,production and navigation by or at sea,in coastal waters and other navigable waters adjacent to sea.It may independently and impartially resolves,by means of arbitration,contractual and noncontractual maritime disputes arising from,or in the process of,transportation,production and navigation by or at sea,in coastal waters and other navigable waters adjacent to sea,with a view to protect the legitimate rights and interests of the parties concerned.To develop CMAC is the 'soft power' of enhancing and building international shipping center,but not 'soft task'.
