Library is public welfare, and books are public property, any group and individuals shall not keep the book for themselves but it is very common problem that the borrowed books will not be returned for long time. In the paper, the author analyzed the cause by the facts and introduced the successful experiences from other countries and presented the best solution for the problem is to implement the credit system.
