摘要
为了对雷达情报组网系统作战效能进行合理评价,从影响系统作战效能的主要因素出发,建立了比较全面的评价指标体系。在此基础上进行作战效能评价时,针对常权综合方法难以体现决策者对决策因素惩罚或激励性的要求,提出了一种基于层次变权的模糊评价方法。该评价方法突出了个别指标的明显变化对作战效能的影响,克服了常权评价方法的不足。最后,用该评价方法对一个实例进行了分析和计算,结果表明,该评价方法合理、有效、可行。
To provide a reasonable evaluation to operational effectiveness of radar intelligence net system, a relatively comprehensivesystem of evaluated guideline is established based on the primary factors mat influence the operational effectiveness. When talking aboutestimating operational effectiveness, in order to materialize the punitive or stimulant request that decision-maker performs towards decision-making factors, so a fuzzy evaluating method based on hierarchy variable weight is put forward. This method highlights the significant changes in individual indicators of the impact on operational effectiveness and overcomes the lack of constant weight. Finally,the evaluating method is proved to be reasonable, effective and feasible via analyzing and calculating with examples by practicalapplication.
