作为科技资源型城市,科技经济融合对于加速西安模式建设具有重要意义,但其军民科技互动弱、人才资源不足、科技投融资创新步伐慢等阻碍了西安模式科技经济融合。应从制度环境和搭建科技资源市场化平台两个方面,增强科技市场服务和科技人员创业意识、注重科研机构能量引导释放以及加快实施科技设备和设施开放共享,从而加快科技经济融合步伐。

as the pilot city of integrating S＆T resource, the S＆T and economy integration for accelerating the building of xi＇ an model is of far reaching importance, however, reforming slowly for the interactive reform of the army civilian industry, stimulating insufficiently for talent resource and stepping slowly for the innovation of the S＆T financing and investment obstacle the S＆T and economy integration of xi＇ an city. So, in order to quick the progress of the S＆T and economy integration in xi＇ an city, from the view of both institutional environment and S＆T resource market platform, the following countermeasures should be taken, such as the S＆T market service, the consciousness of entrepreneurship for research person, the energy guidance release of scientific research institution and the opening share of S＆T equipments and facilities.
