外资撤离≠外资非正常撤离

"外资撤离"是投资促进工作高度关注的问题之一。在我国引进外资实践中,不能将"外资撤离"等同于"外资非正常撤离",与其相对应的概念应是"外资保持"。导致"外资撤离"的主要原因之一是投资服务尤其后期服务滞后。必须在完善政策、法律环境的基础上,进一步强化投资服务,建立立体式投资服务模式,重点构建投资后期服务评价机制。

In the practices of Chinese FDI-absorbing, ＂Withdrawal of Foreign Investment＂ is not equal to ＂Abnormal Withdrawal of Foreign Capital＂, with its corresponding concept ＂Maintenance of Foreign Investment＂. ＂Withdrawal of Foreign Investment＂ results mainly from Investment Service tagging behind, in particular, Post-investment Service. Therefore,on the basis of improving policy, legal environment, it is necessary to further strengthen Investment Services,set up Three-dimensional Mode of Investment Service,and focus on establishing an evaluation mechanism of Post-investment Service.
