摘要
基于界面管理的研究视角,梳理归纳了主要发达国家在培育、壮大高技术新兴产业过程中针对R&D活动所采取的政策措施;提出了政府针对R&D活动的界面管理模型和政策体系空间;分析了发达国家经验对我国发展新兴产业尤其是促进R&D这一关键环节带来的启示与借鉴作用。
This paper analyzes the policies and treasures for the R＆D during the process of emerging industries in developed countries from the research view of interface management. It pro developing hi-tech ＆D interrace management model for governments and puts forward a three-dimension policy system, which provides references and examples for our governments to make polices for R＆D activities during developing emerging industries
