摘要
船舶搁浅事故造成的经济损失和海洋环境污染是台湾海峡水域主要危害之一。为减少搁浅事故的发生,使台湾海峡水域的船舶航行更安全、海洋环境更清洁,以台湾海峡水域搁浅事故为例,在统计分析船舶搁浅事故特征的基础上,选用方差分析法对搁浅事故因素相关性和差异性进行了系统的分析。提出了台湾海峡水域搁浅事故中人为因素所占比例最高,水深不足是大吨位船舶在港内搁浅的主要原因以及受风面积大的船舶在风力较大时容易搁浅等观点。为有效降低台湾海峡水域船舶搁浅事故的发生提供参考。
The economic losses and marine environmental pollution caused by ship grounding accidents is one of the main harms in Taiwan Strait waters.To reduce ship grounding accidents in this area,the factors that cause the accidents are analyzed.Based on the reports of accidents happened in the Taiwan strait waters and statistic analysis of the characteristics of ship groundings,variance analysis method is used to carry out a systematic analysis of the correlation and differences of accident causing factors.The analysis indicates that in the ship grounding accidents in the Taiwan Strait waters,the highest percentage of the accidents are caused by human errors,and more often,accidents happen when large ships navigate with insufficient under keel clearances in inner harbor and those with bigger wind area navigate in strong wind.
