摘要
国际航运发展综合试验区是一个新颖的概念,有着丰富的政策内涵。通过分析国际航运发展综合试验区功能机制,提出其功能布局的基本原则与规划路线。将国际航运发展综合试验区发展分为四个主要阶段,各个阶段具备不同的试点和示范政策。研究分析表明,国际航运发展综合试验区建设是一个动态过程,应循序渐进,根据国际航运发展进程不断完善其政策内涵。
The comprehensive experimental zone for development of international shipping is a novel concept with rich policy implications.Through analysis of the functional mechanism of comprehensive experimental zones for development of international shipping,the basic principles of its functional layout and planning procedure are put forward.The development of the experimental zone is divided into four main different stages,each of which will feature different pilot and demonstration policies.Results of research and analysis showed that the building of a comprehensive experimental zone for development of international shipping is a dynamic process of gradual improvement.And in accordance with the developing process of international shipping,its policy should be continually improved.
