摘要
上海是中国城市化速度最快的区域之一,且汛期降雨存在短历时、高强度的显著特征,上海面临极大的城市防洪压力。该文在系统梳理国际上生态防洪理念的基础上,从源头规划、过程滞纳,以及末端修复三个层面提出上海生态防洪策略。
Shanghai is one of the most rapidly urbanized regions in China,and there are the obvious characteristics of short duration and high strength of rainfall in flood season.Thus,Shanghai is facing enormous urban flood pressure.Based on a systematic analysis of international ecological flood control concepts,the article brings up the strategy for the ecological flood control of Shanghai from three aspects of headstream planning,procedural retardance and terminal restoration.
