弱势群体问题是随着我国从传统社会向现代社会、计划经济到市场经济、封闭走向开放的转型过程中凸显出来的社会问题。广州市作为全国经济发展的前沿,妥善处理弱势群体问题,关系到社会的稳定和发展。本文结合当下的时事热点,在审视广州市弱势群体宏观和微观原因的基础上,针对性地提出构建和谐社会进程中对弱势群体人力资源的开发对策,以期为其它发达地区构建和谐社会提供借鉴。

Social vulnerable group problems is one of the remarkable social problems in our country switching from traditional society to modern society,from planned economy to market economy,from closed to open.As the pioneer of the whole country＇s economic development,the best way of Guangzhou dealing with social vulnerable group problems concern social stability and development.The thesis which associates with the current events,propose the human resources development tactics for building a harmonious society by analyzing the microscopy and microscopic reasons.The thesis is in the hope of offering reference to some other areas.
