Basing on the advantage,opportunity and development of Chinese winter competitive sports,the paper discusses the feasibility and necessity of Harbin bidding for Winter Olympics.By reasoningly summing up some documentary information,it refines some successful experience,mature measures of risk avoidance and active effect on developing the host city from 2008 Beijing Olympics and 2009 Harbin Winter Universiade.As a decision-making departments＇ reference,the purpose is help Harbin beget the success of bidding for Winter Olympics.
