A Comprehensive Approach Should Be Taken on the Issueof Somalia Pirates

索马里海盗问题由来已久,产生于20世纪90年代并不断发展,已成为影响国际航运安全的重大现实威胁。随着时代变迁,索马里海盗的活动呈现出新特点,主要表现为,作案次数屡创新高,在季风季节出手劫掠,海上活动范围日趋扩大,劫船方式机动灵活,以及采用高科技作案等。鉴于索马里海盗问题涉及的国家数量之多,波及范围之广,国际社会应通力合作,共同打击索马里海盗。

The Somalia pirates issue is a long unresolved one, coming into existence in 1990s and becoming a real and major threat to the international maritime safety. With the passing of time, the activities of the Somalia pirates have shown some new characteristics. As the issue affects many countries and large areas, the international community should join hands in fighting the Somalia pirates.
