This paper puts forward that in order to ensure the sustainable development of library consortia, it usually need to set up a leading agency which has real power, draw up a series of cooperation agreements or related systems including the consortia constitution,resource procurement agreements, interlibrary loan and document delivery protocols, unified technical standards, interest balance mechanism, develop a variety of sources of funds, and properly handle the sharing issues.
