广东省高技术产业研发效率实证研究——基于随机前沿分析法

The Empirical Study on R&D Efficiency of High-technology Industries in Guangdong Province——Based on Stochastic Frontier Analysis Approach

应用随机前沿分析法测算1995-2008年广东省高技术产业的研发效率,并考察市场结构、企业规模、产业利润对研发效率的影响。研究表明:1995-2008年间广东省高技术产业各行业研发效率差异性比较明显,其值偏低,但呈现稳步上升趋势,且在科技创新成果转化为企业经济绩效过程中,存在很多无效率因素;研发经费和研发人员对研发产出的作用比较明显,尤其是R&D人员;市场竞争性和企业规模对研发效率有显著的正向影响,而产业利润的影响不显著。最后,根据研究结果分析存在的问题提出相应的提升广东省高技术产业研发效率的政策建议。

Using the stochastic frontier analysis approach, the paper calculates R＆D efficiency of high-tech industries from 1995 to 2008 in Guangdong province. Following this work, the paper investigates the influence of market structure, scale of enterprise and industry profit on R＆D efficiency. The main conclusions are introduced as follows. Though R＆D efficiency of high-tech industries is low and their differences are evident, it＇s growing with steady steps. In course of transforming technology innovation results into company economic performance, there are many ineffective factors. R＆D expenditure and R＆D staff have influence on R＆D outputs, especially, R＆D staff. R＆D efficiency is positively related with market competitiveness and scale of enterprise significantly, but industry profit has not a notable impact on R＆D efficiency. Finally, corresponding policy recommendations are put forward to enhance the R＆D efficiency of hign-technology industry in Guangdong province based on the problems.
