关于山东半岛渔村社会保障的思考——以山东省胶南市西杨家洼村为例

Research on Social Security of Fishermen in Shandong Peninsula——Based on the Village of West Yangjiawa

以山东半岛典型渔村西杨家洼村为例,分析了其社会保障的现状和存在的问题,对存在的认识不够、集体经济薄弱、法律制度不完善、老年养老特殊性、供给与需求等方面的问题进行了分析,并从提高渔村社会保障认识、发展集体经济、完善立法、尊重渔民意愿、探索渔民互助保障等方面对完善山东半岛渔村社会保障进行了思考。

Based on the typical fishing village West Yangjiawa in Shandong Peninsula, this paper analysed situations of its social security as well as existing problems. Then the paper further gave an analysis of problems such as indequate understanding of these problems, weakness of collective economy, imperfection of law and institution, particularity of support for the aged and the imbalance between supply and demands. At last, the paper reflected on im- proving fishermen＇s social security in Shandong Peninsula in terms of enhancing understanding of fishermen＇s social security, developing collective economy, improving legislation, respecting fishermen＇s demands and exploring a new model of fishermen＇s mutual security.
