国内应对气候变化研究综述

Review of the Domestic Response to Climate Change

随着气候变化成为国际社会的热点问题,国内的人文社会科学对此给予了广泛的关注。经济学界认为要转变经济发展方式,发展低碳经济,并且提出要警惕发达国家在气候变化问题上的贸易保护主义;国际政治关系学界跟踪国际气候谈判的发展态势,对国际气候政策制度加以分析研究,提出了应对气候变化的政策制度选择,并且把研究范围进一步扩展到了国家安全、全球治理等领域;法学界在介绍西方国家应对气候变化法律制度的基础上,也逐渐发出自己的学术声音,提出要通过专门立法和相关领域立法来构建我国应对气候变化的法律制度;伦理学界主要关切温室气体减排的公平和正义问题,研究伦理道德因素在气候谈判中的作用。

As climate change has become a hot issue of the international community, domestic humanities and social sciences gives a lot of attention to it. Economists believe that we should change economic development, devel- op a low-carbon economy, and be alert to the trade protectionism in the issue of climate change; International po- litical relations scholars trace the development trend of international climate negotiations to analyze international climate policy, propose policy framework options about climate change, and further expand of the scope of the study to the national security, global governance and other fields; law scholars not only introduce legal system about climate change in Western countries, but also gradually make their academic voice, proposing to build China＇ s legal system to deal with climate change through special legislation and other related legislation; ethics schol- ars concern the fairness and justice in greenhouse gas emissions, and research ethical role in climate negotiations.
