合同能源管理在电网公司的实施研究

Implementation of energy performance contracting in power grid corporations

一次能源的日益枯竭使节能成了全球关注的问题,而传统的单一行政性节能方式有着其自身无法克服的局限性。在此背景下,基于市场机制的节能方式(如合同能源管理)就应运而生,并逐步在包括电力行业的许多领域得到发展。就电网企业而言,采用科学方式推行合同能源管理机制,既是履行社会责任的体现,也是实现自身持续发展的内在要求。以广东省为例,在对实施合同能源管理进行需求分析的基础上,从经济和社会价值、政策、技术三方面系统分析了电网公司实施合同能源管理的可行性。最后,探讨了广东电网公司实施合同能源管理面临的难题,并提出了相关解决途径。

There has been international concern regarding energy conservation with the increasing exhaustion of primary energy. However, the traditional single administrative energy -saving method has its own definite limitations that can＇t be overcome. With this background, energy - saving methods based on the market mechanism, such as energy performance contraction （EPC）, have been developed gradually in various fields of the power industry to meet the requirements. Power grid corporations can undertake their social responsibility and realize the internal demands for their own sustainable development by carrying out the energy performance contracting mechanism in a scientific way. Taking Guangdong as an example, the feasi- bility of carrying out the EPC in power grid corporations has been analyzed systematically in terms of the economy, the social value, the policy, and the technology, based on demand analysis. Finally, the challenges of Guangdong Power Grid Corporation to implement the EPC and the related approaches to solve the problems are discussed.
