基于GIS空间分析技术的城镇用地弹性规划区划定

Delimitation of urban land flexible planning areas based on the spatial analysis technique of GIS

针对土地利用总体规划存在“刚性”有余、“弹性”不足的现状，将弹性规划理念引入到重庆市秀山县的规划实践中，提出了运用GIS空间分析手段划定城镇用地弹性规划区的技术方法和流程。首先通过建设用地双因素预测模型，确定城镇用地弹性规划区的规模；然后根据对城镇扩展方向的定性判断结果，采用基于栅格图形的综合叠加分析方法对分析区内土地进行建设条件适宜性评价；接着采用ArcGIS的分类区统计方法划定理论弹性规划区；最后按照用地的优先序确定城镇用地弹性规划区的空间布局。弹性规划区内的土地必须按相应的管制规则和使用流程进行开发，避免建设用地的无序扩张。

In view of the inharmonious relationship between rigidity and flexibility in present integrated land use planning, the concept of flexible planning was applied to the land use planning of Xiushan Town, Chongqing City, and a method of delimiting the urban land flexible planning area using the spatial analysis technique of GIS was proposed. The technical process of the method can be described as follows. The first step is to quantitatively compute the scale of the urban land flexible planning area by using the two-factor prediction model for construction land. The second step is to qualitatively determine the urban expansion, then to evaluate the suitability of construction land by the method of grid image overlay analysis. Next, the theoretical urban land flexible planning area is located by using the ArcGIS software. According to the land use priority, the final location of the urban land flexible planning area can be delimited. To avoid the city scrambles in all directions, the land development within the urban land flexible planning area must be governed by the strict rules.
