民族地区基层公务员预防群体性突发事件应具备的素质

Research on Qualities of the Civil Servant for Preventing Disruptions in Ethnic Areas

近年来,发生在民族地区的群体性突发事件日益增多,严重影响了民族地区的稳定和发展。预防群体性突发事件的爆发是当前民族地区基层政府应对群体性事件的重点,作为第一线工作人员———民族地区基层公务员是其中的关键,其素质的高低将直接决定群体性事件的预防效果。这就要求基层公务员必须具备相应的素质,总的来说,主要有以下三个方面:政治思想素质,即正确对待群体性突发事件与转变观念,做到真正意义上的以人为本;道德素质,即摒弃官僚作风,全心全意为人民服务以及防腐抗变;能力素质,即面对纷繁复杂的实际情况,作出正确、果断的处理。

In recent years,there are more and more disruptions in ethnic areas which have seriously impacted the stability and the development of ethnic areas.The prevention of the disruptions is the priority for the grass-root government to respond to the mass incidents in ethnic areas.And the civil servants at the basic level of ethnic areas,as the front-line workers,are the most important.Their quality will directly affect the disruption prevention.Correspondingly,the civil servants should have the relevant quality.Totally,there mainly are three aspects：the political quality which means treating the corruptions in correct ways,changing the traditional viewpoint and putting the wellbeing of people first;the quality of morality which means abandoning the red-tapism,serving the people heart and soul,and forestalling the corruption and getting ready for any emergency;the competency which means handling the complicated status correctly and decidedly.
