国家节约集约用地约束下的土地管理制度创新模式研究——以合肥为例

A Study on Innovation of Land Management System under Constraints of Urban Land Intensification——A Case of Hefei

土地供需矛盾日益尖锐已成为地方政府在推进工业化和城镇化进展中的重要障碍。本文在分析土地节约集约利用的理论基础上,以国家节约集约利用试点市合肥市为例,分析了以"双向约束"为主的制度创新模式及主要成效。并对进一步推进土地节约集约利用提出相关政策建议。

In connection with the contradiction of land supply and demand,theoretical analysis and empirical research were used in this paper.＇Two-way constraint mechanism＇ which used in urban land intensive and conservation was proposed in this paper.Based on empirical findings,the new strategies were proposed for conservation and intensive use of urban land.
