行政文化在国家行政管理活动中起着重大作用。面对行政道德缺失的问题,要充分发挥中国传统行政文化中积极的正面作用,因为其强调的以德自律是现代行政管理活动所不可或缺的。行政管理实践也充分证明,即使最现代的行政管理、最完善的行政制度,也离不开行政道德的自律。
