摘要
信息是权力的来源,具有信息优势的主体掌握着实际有效的权力,公众只有拥有充分的信息才能有效约束政府行为,保障自己的权利。当前,我国的财政信息披露格局以政府部门、立法机关的决策为导向,对公众的信息需求还没有给予足够的重视。表明"自上而下"的财政透明度推动进程难以满足公众的需要,应结合"自下而上"的推动来实现。当财政透明的思想成为公众的共识、习惯甚至是文化时,就能在根本上产生财政透明度的推动力量,更有效地推动我国财政透明度进程。
Information is a source of right. Those who have information superiority hold real power. Only if the public have sufficient information can they protect their interests as the masters of the country, and to actively restrain the government action. At present, China's fiscal information disclosure is to satisfy the needs of the government departments and the legislative bodies, and the information need of the public has not been given sufficient attention, which shows that the "top - down" fiscal transparency system can hardly meet the public needs. Therefore, we should combine the "bottom -up" process to realize fiscal transparency. Only when the idea of fiscal transparency becomes a public consensus, a habit or even a culture can the fundamental driving force to promote fiscal transparency be generated to promote the process of Chinese fiscal transparency more effectively.
