摘要
现有文献提出的工会改革逻辑,分为"底层倒逼"式和"上级要求"式两种。而工会改革措施,则主要从工会体制和工会职能两方面提出。在中国,单独的自上而下或自下而上的改革逻辑,都是不切实际的,必须采取更为灵活和实际的做法。目前最急迫的,便是在法律框架内激活地方工会,让其履行代行维权、服务企业工会的职责。工会改革的重点应在基层工会,尤其是企业工会。要以工会主席直选为突破口,逐步实现企业工会干部的独立性,以让广大职工群众认同和参与工会。
The union reform logic raised by the existing literatures fall into two categories " masses demanding" and" leaders requaring".While the union reform measures are mainly on the trade union system and the functions of trade unions.In China,the separate top-down or bottom-up reform logic,are unrealistic and more flexible and practical approaches need to be adopted.At present it is most urgent to fulfill the activation of local unions within the framework of the law.Trade union reform should focus on especially the enterprise trade union.With the chairman direct election system as a breakthrough point,realize the enterprise trade union cadres independence gradually,and make broad worker masses accept and participate trade unions.
