摘要
通过对规制特征、规制影响结果特征和现有规制影响评估方法进行分析,构建了规制影响评估指标体系,并利用人工神经网络的自学习、非线性动态处理等特征建立了基于模糊神经网络的规制影响评估模型。
Through analyzing the features of regulation and regulatory impact result as well as the typical methods of assessing regulatory impact,this paper builds the assessment index systern of regulatory impact. By using a fuzzy artifieial neural network to deal with the fuzziness of the evaluation index,it builds a fuzzy evaluation model which depends on the characteristics of self learning and non-linear dynamic processing.
