Endowment Insurance System of Urban and Rural Residents:Reform and Direction

全国各地已经开始探索试点城乡统一的养老保障制度,但是,在制度设计上存在诸多差异。将全国主要地区的相关制度进行汇总,对城乡居民养老保险制度基本模式、个人缴费与基金筹集、养老金待遇、统筹管理以及制度衔接等进行总结评价,提出城乡居民养老保险制度改革的关键问题,并尝试提出全国统一制度框架的改革方向。

A unified endowment insurance system for urban and rural residents is being tested in different places in China. However, there are many differences in system design. The author collects data from different places of China, summarizes and evaluates different aspects of the en- dowment insurance system of urban and rural residents, including the basic model, individual pay- ment and fund raising, pension treatment, overall management and system connection. Key issues on the reform of the insurance system, and the future reform directions on a national unified system are proposed.
