摘要
从人力资源特征、绩效考核方案的设计原则与考核指标的设计,以及考核结果的应用四个方面分析了地方科研院所的绩效考核。分析认为,地方科研院所的绩效考核要充分结合自身的特征,同时要注重公开公正与透明,保证内部公平性与适度竞争性,从而使绩效考核能够真正发挥作用。
From four perspectives, which are characters of human resource, design principle of performance appraisal scheme, indexes design and the application to the results of appraisal, the thesis probes into the performance appraisal of local science institution. By all these efforts, the thesis draws a conclusion that local science institution with an aim to make performance appraisal effective, should have a strong basis of its characters, emphasis an open, fair, transparent circumstance and keep fair competition in some degree.
