军民一体化应急物流管理初探

Analysis of Integrated Military and Civil Emergency Logistics Management

阐述了民用应急物流与军事应急物流的概念及应用范围,并分析了两者之间的关系。指出在应急事件发生时,实现军民一体化应急物流管理机制,能够极大地改善应急物资供应方式,应急物资管理方法以及应急事件发生时的参与人员和物资的分配及运输管理。同时提出了与当前国内管理体制相结合的实现军民一体化应急管理策略,将军事应急物流与民用应急物流有机结合,实现应急物流协调发展,提高处理应急或危机事件的能力。

The paper first introduces the concept and application of civil and military emergency response logistics and the relationship between the two. It points out that in the event of emergency events, integrating military and civil emergency logistics management mechanisms can greatly enchance the supply and management of emergency materials as well as the dispatching and transportation of personnel and materials. It also proposes a three-step strategy toward the combination of military and civil emergency management ＇within the current regulatory system of China.
