Performance Evaluation of Abroad Training Program for Academic Leaders in Key Medical Fields of Henan Province

目的:科学评价河南省医学重点学科学术技术带头人出国培训项目实施绩效,为科技管理提供依据。方法:根据评价指标设计调查问卷,对2006年度立项项目进行调查分析。结果:2006年项目完成率为90.5%;项目负责人平均年龄43.7岁,副高级以上职称占95.4%,硕士以上学历占82.8%;到美国、加拿大、澳大利亚培训的占82.9%;培训的技术中达国内领先水平以上的占86.0%,重大和较大创新技术82.9%;16项技术的承担者平均2.38篇论文被SCI收录,18项技术平均获得3.03个国际课题;培训后31项技术在临床应用,平均为每例患者减少费用5150元,31项引进技术每年可为患者减少费用达2410.72万元。结论:项目完成情况较好,还应在选题立项以及全过程管理等方面继续努力,以取得更好的收效。

Objective： To provide the foundation for scientific management through evaluating the performance of abroad training program for academic leaders in key medical fields of Henan Province.Methods： The questionnaire was designed based on the evaluation targets to survey and analyze the approval projects in 2006.Results： The overall completion rate of the projects was 90.5%.The average age of the projects was 43.7 years old.95.4% of the project participants were senior scientists and 82.8% of them held MS or PhD degree.82.9% of them were trained in the US,Canada or Australia.86.0% of the trained skills achieved or surpassed the.domestic advanced level.82.9% of them belonged to the great or important creating techniques.In average,the undertakers of 16 projects published 2.38 papers which were recruited in Science Citation Index.Averagely,18 techniques were funded by 3.03 international projects.After training,31 the imported skills were applied in the clinical practice.In average,it saved about 5150 Yuan RME for each patient and reduced the medical care cost around 24.11 million Yuan for the patients in each year.Conclusion： The projects completed very well.It is very important to strength the management during the training process and to work hard on seeking good training sites and keeping good communication with the trainers.
