基于“数字国土”的土地执法监察机制研究

土地执法监察是实现土地管理职能的核心环节,随着国土资源信息化建设的发展,研究基于"数字国土"的土地执法监察机制对实现国土资源管理的科学性与规范性具有重要意义。通过采用对比分析的方法,针对当前土地执法监察的问题,以"数字国土"业务平台为基础,从违法用地的判定机制、跟踪管理机制和联合执法机制3个方面对创新土地监察机制进行了论述,为利用信息化手段创新土地执法监察机制提供参考思路,为实现高效、科学的全方位土地监察体系提供了方法。

Law enforcement and supervision of land resources is the key process in land management. The construction of land informational management provides technologic methods for law enforcement and supervision of land resources. This paper analyzes the problems in land use supervision and discusses the innovation of supervising land use in three ways on the basis of ＂digitized land＂, including the mechanism of determination, tracking management system, mechanism of joint law enforcement. It is hoped that this paper will set a good example of construction of law enforcement mechanism for the other departments of land resources management.
