The ongoing construction of a powerful nation of higher education symbolizes that the higher education in China has entered a new historical stage. The current roles and future developments of educational agencies become more prominent. In spite of this, there are still many practical difficul- ties and theoretical problems in current Chinese non-governmental intermediary organizations. The clarifications of the definitions on those non-governmental intermediary organizations will guide the current education agency management innovation and development.
