This paper discusses the position and functions of small and medium-sized public libraries in the development of cultural undertakings, analyzes some problems faced by the reader service of small and medium-sized public libraries, and connecting with the actual work of Handan Library, puts forward some strategies and methods for developing the reader service by small and medium-sized public libraries.
