摘要
大学生"村官"计划的出发点在"就业工程"、"强基工程"和"育苗工程",但在计划推行过程中逐渐产生了许多困惑,最典型的表现就是"进口"热与"出口"冷形成鲜明反差,这导致大学生"村官"产生一系列不适应。需要冷静思考并切实改进制度设计方面的缺陷,从培育选拔、管理培训、保障激励、稳定流动等方面,完善大学生"村官"长效机制建设,真正使大学生"村官"工程形成多赢局面。
The implementation of university graduate village officals is based on ‘employment project', ‘base strengthening project', and ‘seedling project', but many puzzles arise in the implementation. The typical one is the sharp contrast between post assumption and office relinguishment. Therefore efforts must be made in selecting, managing, training, encouraging, stabilizing to perfect a long term mechanism of graduate village management.
