传统荒政的公共性与行政国家成长的再审视——基于“官僚制实践困境”命题中的行政伦理

Reconsideration on the Public Nature of the Traditional Relieving Policies and the State Growth:Based on the Administrative Ethics in the Bureaucratic System Practice Difficulties

在政治与行政融合的表象下,传统荒政之演进内含官僚制通过构建和完善赈济灾荒的公共行政体系,达致提升荒政的行政效能和表达政治价值诉求的合理化过程。但时至近代,国家能力下降和近代化因素的引入却使其内含的传统公共行政的价值观念受到再审视,甚至发展为对整个官僚制体系遵循的行政规范的全面修正,亦使官僚制自身的演进陷入巨大挑战之中。因此,仅就行政国家成长中的"制度设计"而论,这关涉是否能在"重塑政府与社会关系"或"在社会成长中再造政府"的过程中重新定义政府(国家),使政治和价值问题再度回到公共行政的核心位置。此过程即从官僚制生长的政治、社会、组织与管理背景揭示了中国传统公共行政体制自身具备的变革逻辑。

Under the superficial phenomenon of the integration of politics and administration,the evolution of the traditional relieving policies contained that the bureaucratic system constructed and perfected the famine public administration system to improve the efficiency of the traditional relieving policies and express political value aspirations.However,till now,the declining state capability and the introduction of modernization factors caused the reconsideration of the traditional public administrative value,as well as the total revision for the administrative regulations followed by the entire bureaucratic system,which made the evolution of the bureaucratic system face great challenges.Therefore,only for the system design in the state growth,it is concerned with whether the government(state) can be refined in the process of the rebuilding the relations between government and society or the reconstruction of government in the society growth to make the issues of politics and value return to the core of the public administration.This process reveals the China traditional public administration system has its own reform logic from the political,social,organizational and managemental background of the bureaucratic system growth.
