在全球城市化和城市全球化的经济一体化的发展中,中国城市政府以何种方式推动城市化和城市现代化?在全球化的竞争中,地方城市政府在应对全球一体化挑战时,区域城市生产力的提升应当采取何种对策?在全球化的产业价值链中,中国城市竞争力和城市能级的成长动力是什么?这些问题是中国所有城市都面临的问题,也是中国在世界范围内竞争应该探寻的战略与战术模式。全球价值链的建构是通过全球城市价值链的建构来完成的,因此,全球城市价值链介入的方式和区位占有的方式,是中国整体经济发展的前提。没有中国城市全球价值链高端介入的成功,也就没有中国在世界范围内现代化的成功。

What kind of measure should be taken by China＇s local government to improve urban productivity when confronting the global competition and the challenge brought by global integration？ To deal with these issues,this paper raises an entirely new view,which is,the global division of labor has been transformed from country division to urban value division with cities as its core.This paper firstly points out that global value chain is formed by the construction of global urban value chain and raises the theoretical model of constructing global value chain through 5 aspects including ＂Intervention through End Position＂.Also,this paper proposes the construction mode of ＂5-Dimensional Competitive Power＂ of cities with the prerequisite of ＂Globalization Index＂ thus explaining the intervention mode and possession pattern for China＇s cities to intervene in global urban value china at the high-end.In a sense,there could be no worldwide successful modernization of China without the China＇s successful intervention in the global economic and cultural system at the high-end.
