基于低碳经济目标的欠发达地区小城镇发展战略——以遵义市为例

Development Strategy of Small Towns Based on Low-carbon Economy Target——a Case of Zunyi

从我国发展低碳经济的迫切需求角度探讨小城镇发展战略,分析了小城镇发展低碳经济所处的劳动力紧缺、局部资源短缺、经济竞争力弱等劣势及拥有良好生态基础、廉价生产资源、丰富的生物资源等优势,认为以低碳经济为目标的小城镇发展应重视本土的生物资源优势、建立自由流通的要素市场、建设低碳目标制度体系,以及建设生态文明社会、公平的法制保障等。

Based on China＇s urgent needs of developing low carbon economy,this paper analyses the development strategy of small towns.The development strategy of low carbon economy in small towns has some disadvantages,such as labor shortage,local resources shortage,and weak economic competitiveness.There are some advantages as well,such as good ecological infrastructure,cheap manufacturing resources,and rich biological resources,etc.So small towns should pay attention to local biological resources,establish free market of production factors,construct target system of low carbon economy,build the ecological civilization,and ensure a fair legal system,etc.
