煤炭产业科技资源配置的运行机制研究

Technology Resources Configuration Mechanism in Coal Industry

随着"科教兴煤"战略的实施,在煤炭科技创新体系建设中科技资源优化配置问题日益突出,针对煤炭产业实际情况,运用结构模型解析法,研究煤炭科技资源配置运行机制的影响因素及相互关系,并对其中的五个重要因素进行深入剖析,最后从改革煤炭行业管理体制,协调煤炭科技执行体的运行机制,拓宽煤炭融资渠道,完善科技投入保障体系等四个方面提出完善科技资源配置运行机制的措施,为我国大型煤炭基地合理配置科技资源提供政策借鉴。

As the ＂science and education promoting coal industry＂ strategy goes on,optimal configuration of science and technology resources in technological innovation system of coal industry is becoming increasingly prominent.Based on the actual situation of coal industry,we study the influence and relationship among the factors in operating configuration mechanism by analytical method.Focusing on five important factors,we undergo an analysis in-depth and finally we give proposals from different perspectives.With the reform of the management system of coal industry,by coordinating the implementation mechanism of operating divisions,broadening the financing channels,and improving the security system of technology input,etc.,we expect to make the operating configuration mechanism of science and technology resources more rational.Hopefully,these proposals shall provide policy reference for large coal bases in China.
