The Course and Experience of Dealing with Foreign Affairs when Chen Yun Appointed Acting Premier in 1956

1956年11月下旬至1957年2月,在周恩来总理应邀出访亚欧11国期间,时任中共中央副主席、国务院副总理兼商业部部长的陈云代理了国务院总理职务。陈云代总理在国内处理一系列国务要事的同时,处理了涉及苏联援华专家、对阿援助、对罗贸易和中南关系等多方面的外交事务。虽然陈云不是专门分管外交工作的,但是,他在处理涉及四个社会主义兄弟国家的外交事务时,始终关注国家利益、心系民生,实事求是并坚持增信释疑,圆满地完成了党和国家交付的重任和嘱托。

From late November 1956 to February 1957,during Premier Zhou Enlai's visit to 11 Asian and European countries,Chen Yun,vice - chairman of CPC Central Committee,vice Premier and Minister of Commerce,was appointed as acting Premier.While acting Premier Chen Yun dealing with a number of internal events,he also handled many respects of foreign affairs,such as the Soviet experts to aid China,China's aid to Albania,Romania and Yugoslavia.Although Chen Yun was not specifically in charge of diplomatic work,when he handled the foreign affairs with the four fraternal socialist countries,he always concerned about the national interest,was mindful of people's livelihood,seek truth from the facts and adhered to enhance mutual trust and clear up doubts,and successfully completed the responsibility and entrustment of the party and the state.
