浅议地方政府治理的“规则”失范——群体性突发事件反映的问题

Anomie of Local Government Renovation Rules to the Mass Unexpected Incidents——From the Theory to the System Arrangement

群体性突发事件反映的地方政府的治理失灵,从表象而言是源于地方政府象征性治理的实施。然而,在这些象征性治理行为的背后,掩藏着诱发行为的"规则"失范。通过对群体性突发事件象征性治理的描述,解析地方政府治理理念的异化、委托-代理制度的失灵,可以发现在群体性突发事件中,诱发地方政府治理失灵的一系列"规则"动因。

The mass unexpected incidents are rational or reasonless behaviors acted by part of social members on the motivation of self-interests,which form potential threats to the economic development and social stability.Superficially,the renovation disorder of local governments to the mass unexpected incidents represents the invalidation of the emergence management.While those invalidated actions cover up the anomie of renovation rules which place a premium on those actions.This paper starts from the analysis of the characters of the mass unexpected incidents.By analyzing the theory dissimilation and the malfunction of the system arrangements,this paper also tries to figure out those rules that place a premium on the malfunction of local government renovation to the mass unexpected incidents.
