我国区域公共体育服务体系构建的理论分析

Academic Research on Constructing the Chinese Regional Public Sports Service System

公共体育服务体系的构建和完善是新时期我国体育事业亟待解决重要问题,是政府职能实现从管理型向服务型转变的重要举措。根据公共服务理论,对区域公共体育服务体系构建的指导思想、基本原则和基本特征等进行了理论分析,认为区域公共体育服务体系的构建必须遵循公共服务的规律和密切关注区域自身的特点,以公共利益为目标,根据区域地理、经济和文化等特征科学构建。

Constructing and improving the public sports service system is an important program that has to be settled urgently at the new Era, and is an important act that the government function turned from Management Model to Service Model. According to the public service theory, the article discusses the guideline, the principle, and the characters of public sports service theo- ry. The results show： aiming at the public interests, in accordance with the regioal geographical features, economy features, and culture features, the construction of the regional public sports service has to abide to the rules of the public service and charactors of regions.
