The division of jurisdiction is an essential job for judicial agents to execute their authority. With social progress and development, theory and practice of the jurisdiction should be with the times. To serve the railway modernization, the following issues should be taken into account： How to clearly define jurisdiction of the railway procuratorate, how to adopt the division of jurisdiction, how to improve the theory of jurisdiction, and how to make full use of the function of the procuratorates.
